Why complete documents matter

Customs documents determine declared value, tariff classification and applicable duty. Document mismatches are the main cause of holds, inspections and penalties, so sellers should review the paperwork before every shipment.

Core trade documents

  • Commercial invoice: shipper, consignee, description and declared value;
  • Packing list: product names, quantities, weights and carton details;
  • Bill of lading or air waybill;
  • Sales contract and proof of payment when requested by customs.

Product compliance documents

  • USA: FDA registration, FCC declarations, CPC for children's products, UL reports;
  • EU: CE declaration of conformity and responsible-person information;
  • Branded goods: trademark authorization letter.

Amazon FBA specific rules

Amazon FBA cannot act as the importer of record (IOR). Sellers must arrange a local importer or use DDP shipping; carton marks, FNSKU labels and delivery appointments are all mandatory.

Internal compliance routine

  1. Keep invoice, packing list and contract data consistent;
  2. Retain customs and duty records for at least three years;
  3. Declare values close to actual purchase cost — never under-declare;
  4. Review HS codes and duty rates every quarter.
